9/12/25 – AllHealth Network joins the State of Colorado, Colorado Coalition for the Homeless, Department of Local Affairs, Behavioral Health Administration, and Signal to Deliver Full Continuum of Care at Sage Ridge Supportive Residential Community
In partnership with State of Colorado agencies, this groundbreaking collaboration will offer supportive transitional housing, an integrated health clinic, withdrawal management, residential, and outpatient services to Coloradans seeking recovery.
WATKINS, CO – September 12, 2025 – AllHealth Network today announced its role in a landmark collaboration with the Colorado Coalition for the Homeless (CCH), Signal, the Behavioral Health Administration and the State of Colorado to launch the Sage Ridge Supportive Residential Community. Located on a 560-acre campus in Arapahoe County, Sage Ridge is designed to meet Colorado’s urgent behavioral health and housing challenges by offering a seamless continuum of care—from withdrawal management and residential treatment to outpatient recovery support. Sage Ridge is modeled after the successful Fort Lyon Supportive Residential Community and represents a bold, statewide investment in recovery. Opening in phases beginning in Fall 2025, the campus will ultimately support up to 198 residents annually when fully operational.
A ribbon cutting ceremony attended by Governor Jared Polis and other key stake holders was held on Wednesday at Sage Ridge in Watkins, Colo. to commemorate what will be a transformational opportunity for clients entering Sage Ridge’s program.
“Helping more Coloradans overcome drug addiction and live healthy lives is so important to creating a Colorado for all, and this new community will play an important role in making that happen. I look forward to seeing the positive impact this will have for the Coloradans it serves,”said Governor Jared Polis.
An Integrated Path to Recovery
A Partnership for Recovery: The Sage Ridge initiative reflects the power of partnership in addressing Colorado’s behavioral health crisis. Each organization brings unique strengths.
- State of Colorado agencies (including CDHS and DOLA) facilitated the site’s redevelopment, funding, and operational framework through House Bill 22-1377. DOLA serves as the project lead.
- Colorado Coalition for the Homeless, contracted with DOLA, will manage on-site supportive transitional housing and operate the integrated health center.
- AllHealth Network will deliver comprehensive behavioral health services across withdrawal management, residential, and outpatient levels of care.
- The Behavioral Health Administration and Signal will serve as the contract administrator and behavioral health licensing entity ensuring coordinated access to substance use disorder and mental health treatment.
“(Sage Ridge) is a place where primary care and behavioral health are fully integrated, where each person who walks through these doors can access a full continuum of treatment services,” said Bill Henricks, President and CEO of AllHealth Network, “Whether a client needs residential treatment, outpatient therapy or specialized services as their needs evolve we now have a system in place to ensure continuity, dignity, and real opportunity for lasting recovery.”
A Seamless Continuum of Care
At Sage Ridge, individuals will be able to access every stage of behavioral health recovery within a supportive and integrated campus environment.
AllHealth Network will provide:
-
26 treatment beds that include withdrawal management and residential treatment for both substance use and mental health needs.
-
Outpatient services offering up to 9 hours per week of group programming, individual and family therapy, and peer support.
Colorado Coalition for the Homeless (CCH) will provide:
-
192 beds of supportive transitional housing (up to two years) to promote long-term recovery and stability.
-
A federally qualified health center delivering primary care, dental services, and integrated medical supports.
-
A structured recovery community with peer and vocational supports.
Together, this continuum ensures participants—both Sage Ridge residents and members of the broader community—can transition smoothly between levels of care and services, reducing gaps that too often lead to relapse or housing instability.
Addressing Colorado’s Urgent Need
Colorado faces some of the nation’s most pressing behavioral health challenges. According to state data, thousands of residents remain on waitlists for residential treatment each year, and substance use disorders continue to drive increases in overdose deaths and housing instability. Sage Ridge is designed to respond directly to these challenges by integrating health care, housing, and recovery supports in one place.
Shared Vision & Impact
“This partnership represents the best of Colorado’s recovery network coming together,” said Bill Henricks, President and CEO of AllHealth Network. “By working alongside the Colorado Coalition for the Homeless, Signal, and the State of Colorado, we’re creating a place where stability and long-term recovery are truly possible.”
Looking Ahead
Sage Ridge will open in phases beginning in Fall 2025, with limited referrals at first and full services expected by late 2026. Once fully operational, the program will support up to 198 participants from across Colorado each year. Modeled after Fort Lyon, the Sage Ridge Supportive Residential Community demonstrates the power of collaboration, investment, and evidence-based care. It stands as a model for how Colorado can meet the intertwined challenges of behavioral health, substance use, and homelessness.
