On August 25, 2026, AllHealth Network joined Brothers Redevelopment, Arapahoe County officials, and community partners in Aurora to break ground on Wagoner on the Creek, a new 60-unit affordable housing community that will pair stable housing with on-site behavioral health care for residents transitioning out of the justice system.
Located at 1850 S. Chambers Rd., Wagoner on the Creek will offer 60 affordable, one-bedroom apartments for justice-involved residents of Arapahoe County’s 18th Judicial District and individuals experiencing homelessness who earn under 60% of the area median income. Leasing is expected to begin next spring, with a targeted opening in fall 2027.
AllHealth Network’s Role: Care That Meets People Where They Are
While Brothers Redevelopment will own, develop, and manage the property, AllHealth Network is leading the on-site services that will make long-term stability possible. As the lead behavioral health partner, AllHealth will provide case management, individual and group therapy, peer support, and supportive employment services directly at Wagoner on the Creek — removing the transportation and access barriers that so often derail people’s progress after incarceration.
AllHealth will also coordinate a broader network of ancillary health and behavioral health providers at the site, including Aurora Mental Health & Recovery and STRIDE Community Health Center, ensuring residents have a full continuum of care close to home.
AllHealth Network Chief Clinical Officer Jen Bock spoke at the groundbreaking about what that on-site model means in practice, explaining that residents will have access to case management, on-site therapy, peer support, and help finding and keeping jobs. She also spoke to the broader significance of the project, calling it a chance to change lives — 60 people, and 60 units, at a time.
Why This Work Matters
The need behind Wagoner on the Creek is well documented. A four-year study by the Arapahoe County Criminal Justice Planning Office found that individuals experiencing homelessness re-enter jail on new charges at a 46% higher rate than housed individuals, and serve 44% longer sentences overall. Housing instability and behavioral health needs are deeply intertwined — and addressing one without the other rarely breaks the cycle.
That reality is at the heart of AllHealth Network’s mission. By embedding case managers, therapists, and peer support specialists directly into the community where residents live, AllHealth is putting care exactly where it’s needed most: close, consistent, and judgment-free.
A Community-Wide Effort
Wagoner on the Creek reflects the kind of cross-sector collaboration that lasting change requires. In addition to AllHealth Network and Brothers Redevelopment, the project involves the Arapahoe County Sheriff’s Office, Arapahoe County Community Resources, Arapahoe County Human Services, and the Colorado 18th Judicial District’s Bridges Program and Problem Solving Courts. Funding partners include PNC Bank, the Colorado Housing and Finance Authority, Arapahoe County, the Colorado Department of Local Affairs, the City of Aurora, and the U.S. Department of Housing and Urban Development.
